Statement of The Prosecutor’s Office of Georgia

As is known to the public, the Prosecutor's Office of Georgia is conducting an investigation into sabotage, attempted sabotage under aggravating circumstances, assistance to a foreign organization or an organization under foreign control in hostile activities, and mobilization of funds for activities directed against the constitutional order and foundations of national security of Georgia, under Article 318, Part 1, Article 19, Part 2, Article 318, Sub-clause "a" of Part 2 of Article 319 and Article 3211 of the Criminal Code of Georgia.
The investigation established that from November 28, 2024 to the present, the protest rallies, so-called "marches" and other events taking place in front of the Parliament of Georgia and at various locations across the country, took on a violent character in a short period of time and exceeded the limits established by law. This was manifested in damage to the parliament building and other private property, the use of objects or substances dangerous to human life and health, attacks on police officers and violent resistance, and other non-peaceful actions. There was organization and participation in violence by criminal groups, which was accompanied by violence, looting, damage or destruction of other people's property, and the use of various objects as weapons, such as specially made devices with pyrotechnic means, flammable and incendiary substances. The use of so-called "Molotov cocktails" against police officers has been reported on numerous occasions.
The investigation also found that violent groups were systematically supplied with so-called respirators, "special gas masks", helmets and other means to make violent attacks on law enforcement officers during special police operations more effective.
As a result of the aforementioned violent actions, 55 individuals were injured, most of them are law enforcement officials. In addition, administrative buildings and special vehicles were damaged by fire. Alongside carrying out of the aforementioned unlawful activities, information was spread in public areas, indicating that both physical and legal entities were raising money, most of which was used to support those engaged in unlawful activity.
In light of the aforementioned, a thorough analysis of the financial dealings of those organizations and individuals for whom there was a reasonable suspicion that they were offering material support for a range of unlawful and, in certain cases, criminal activities related to the ongoing protests was conducted as part of the ongoing investigation.
The investigation has established that in many cases, the collection and delivery of financial resources for the organization of illegal and criminal activities is carried out through so-called "funds". It is noteworthy that the named organizations directly channel funds to finance illegal activities, call on the public to disobey and commit other illegal acts. The organizational and financial activities of specific funds are aimed at providing material assistance to offenders and their family members. Fines are paid in favor of lawbreakers and other personal or organizational issues are resolved.
The investigation establishes that the following foundations provide material support to the offenders: - NNLE Nanukas Foundation; NNLE Prosperity; NNLE Fund for Each Other 24/7; NNLE Sirtskhvilia; NNLE Tbilisi Human Rights House.
It is noteworthy that the bank accounts of the said legal entities, which are used to finance illegal activities, were opened recently and have spent more than 2,000,000 GEL since December 2024. It is important that the named so-called "funds" directed the main part of the received financial resources to encourage individuals committing illegal and criminal acts, as well as to purchase the inventory and means necessary to commit these crimes, in particular, funds were received/disbursed from the indicated "funds", including for the following purposes directly indicated during the transaction: "For the equipment needed for the rally", "What is needed for the fight", "Purchase of inventory for the rally", "Purchase of pyrotechnics", "Purchase of gas masks for the children at the frontline” and others. The investigation established large amount of money with the purpose "Purchase of gas masks for the children at the frontline” was designated to finance those violent groups who were at the so-called “frontline” during the ataack on law enforcement officers and committed violent act. As a result, as already noted, dozens of law enforcement officers, as well as protesters, suffered injuries of varying severity.
Taking into account the circumstances that the so-called "funds" use the main part of the collected funds to provide financial support to individuals accused of organizing and participating in group violence and their family members, and thus, in addition to financing violent acts, create incentives for individuals to engage in illegal actions for the purpose of receiving material benefits, the Prosecutor's Office of Georgia, based on a court ruling, on March 17, 2025, seized the bank accounts and the money amounts on those account of the following entities in Georgia: NNLE "Nanukas Fund", NNLE "Prosperity", NNLE "Fund for Each Other 24/7", NNLE "Sirtskhvilia" and NNLE "Tbilisi Human Rights House".
The case is being investigated, and we will update the public on its status on a regular basis.
